  1. 1. From the road shoulder or bridge deck, photograph the culvert's inlet and outlet ends without entering the water or the culvert barrel.
  2. 2. Estimate the outlet drop, the vertical gap between the pipe outlet and the water surface or pool below, using a tape measure or marked stick held from the bank, never by wading in to measure.
  3. 3. Note whether water flows through in a continuous surface or drops or jumps at the outlet, and whether the barrel appears to hold flowing water or standing water only.
  4. 4. Record a ranked follow-on note naming this crossing for the county road department's culvert assessment list.
