  1. 1. Stand on the public sidewalk or street shoulder outside the site's perimeter fence.
  2. 2. Photograph the street and the nearest storm drain inlet, noting whether any sediment, mud, or discoloration is visible on the pavement or at the grate.
  3. 3. Do not enter the site or cross the perimeter fence for any part of this.
  4. 4. If sediment is visible, note its approximate location and report it to the general contractor's site supervisor or the city, rather than touching or clearing it.
  5. 5. Record the date and the rain event this observation followed.

What counts as done

  • Confirmation that the entire observation was made from the public sidewalk or street, never past the site's perimeter fence
  • Photo of the street and the nearest storm drain inlet
  • Note of whether sediment was visible, and where
  • Confirmation that any sediment found was reported to the general contractor or the city, not touched or cleaned up by the observer
